Call for Proposals: Civil Society Projects

Call for proposals, promoting women and youth’s participation in the political transition in Sudan  

The French Embassy to Sudan is launching its 2021-2023 call for proposals to support projects from local civil society organisations through its development fund called Innovative Projects from Civil Societies and Coalitions of Actors (PISCCA).

Set up by the French Ministry of Foreign Affairs (MFA), and managed by the French Embassy to Sudan, the PISCCA development fund aims at encouraging local civil society efforts to gain better leverage in society while addressing critical issues by a two-track approach which consists in:

– A direct support to local civil society projects fighting for women and youth’s rights and gender equality through programming, provision of services and advocacy;

– The provision of capacity-building support through targeted trainings and workshops.

Priorities for 2021-23

For the 2021-23 PISCCA call for proposals, the French Embassy will give priority to local NGOs working on promoting and supporting women and youth’s participation in the political and democratic transition in Sudan, particularly targeting the most vulnerable groups (i.e refugees and internally displaced, rural people, low-skilled persons, domestic workers, imprisoned persons, disabled persons, etc). 

Proposals might include among others: 

· Encouraging political participation among women and youth

· Fostering civic education programmes

· Creating safe spaces for women and girls

· Supporting young emerging organisations in structuring themselves

· Encouraging the participation of women and youth in the electoral process

Who is eligible?

Officially registered Sudanese civil society organisations (associations, NGOs, CBOs, association networks, self-help organisations, etc.)

Profit-based organisations and international NGOs are not eligible.

Requirements:

  • Funded projects cannot include religious or political activities of any type, nor favour any community on the basis of religious, political, or ethnic criteria.
  • The duration of the project can range from 12 to 15 months, but should not go beyond 31 December 2023. 
  • No project will be excluded on a geographical basis; however the Embassy will give priority to projects in accessible areas.
  • The expected nominal requested amount of the grant should not exceed 60,000 euros even though lower or greater budget could be considered.
  • The beneficiaries are expected to contribute at least to 20% of the total cost of the project. This participation can take the form of financial contribution and/or provision of human resources, land, premises, equipment or materials in kind. 
  • Projects are likely to be co-founded by other donors, but this extra contribution may not replace the mandatory contribution of the applicant.

– The deadline for the submission of proposals is Monday, 12 July 2021 at midnight. 

– The proposal has to be filled in English.

Project submitted not using the proposal application form will not be considered.

  1. A pre-selection will be done by the French Embassy. Preselected projects will be submitted to aninternational Consultative Committee which will advise on the final selection. The Consultative Committee will meet in August 2021. 
  • During the selection process, NGOs which have applied might be contacted for furtherinformation on the submitted project. 
  • Only selected NGOs will be notified and contacted by mid-September.

Capacity-building

A training session will be organised after the signature of the funding agreement. This session will highlight the expectations of the French Embassy in terms of project management (accounting and financial management, report writing, communication), strategy, approach and intervention method. In addition to this training at the beginning of the program, the individual needs of each structure that received a grant will be assessed and will result in one or more additional training sessions if necessary.

Monitoring

The Cooperation and Cultural Action Service of the French Embassy will regularly monitor projects, including field visits to ensure that the actions supported are properly implemented and will remain at the disposal of grantees for any request/questions that may arise throughout the project.

Only selected CSOs will be notified. There is no need to contact the Cooperation and Cultural Action Service to obtain information on the decisions of the selection panel.
